Palestinian Education Under Attack in Gaza: Restoration, Recovery, Rights and Responsibilities in and through Education

This report has been written by a team of researchers associated with the Research for Equitable Access and Learning (REAL) Centre at the Faculty of Education, University of Cambridge and Centre for Lebanese Studies, in partnership with UNRWA. The team was led by Professor Pauline Rose, Professor Yusuf Sayed and Professor Maha Shuayb. Researchers leading data collection, analysis and drafting of sections of the report include Sally Beiruti, Mohammad Hammoud, Dr Laraib Niaz, Ola Al Samhoury and Dr Asma Zubairi. Sandra Baxter edited the report, Dr Walid El Houri drafted the summary for the report, and Meghri Shammassian prepared the design. The authors are grateful to all those teachers and counsellors in Gaza, as well as those from a range of local and international organisations and agencies working in Gaza who have participated in interviews and provided information for the report. The University of Cambridge, the Centre for Lebanese Studies, and UNRWA acknowledge the role of all the partners contributing to the report. The report benefited from inputs and direct interviews with key partners and stakeholders, including UNRWA staff, the Education Cannot Wait, European Commission Humanitarian Aid (ECHO), Global Partnership for Education, Occupied Palestinian Territory Ministry of Education, Occupied Palestine Territory Education Cluster and Child Protection Area of Responsibility, UNESCO, UNICEF, War Child (Netherlands) and the World Bank. The authors recognise that other partners are also contributing to the right to education in Gaza. Their voices are important, and in future research their views will be further reflected upon.The terminology used in this report reflects United Nations definitions and terms. The figures in this report are those that have been obtained in July and August 2024, when the report was being prepared. In the absence of a permanent ceasefire, the authors note that these figures are still alarmingly increasing with the number of children, young people, teachers and counsellors continuously being killed and injured. This report recognises the ongoing multiple actions and support that are being provided, even in the absence of a permanent ceasefire.

The authors dedicate this report to all of those who are contributing in supporting children and young people in Gaza. The authors also dedicate this report to the children, young people, teachers and counsellors of Gaza who daily demonstrate their spirit, determination, and courage to assert the right to equitable and quality education in Gaza.
