The reform plan seeks to establish an enabling learning environment that fosters active citizenship behaviors among students and increase participation in governance.  The plan is funded by the European Union (EU).

Responsibility for the project has been awarded to the Institute of Education University of London, UK (Principal Investigator: Professor Hugh Starkey) in a consortium with three partners, namely: Centre for Lebanese Studies (CLS) (PI Dr Maha Shuayb); Lebanese Association for Education Studies (LAES) (PI Dr Bassel Akar); Association of Citizenship Teachers (ACT), (PI Chris Waller).
